1. Members shall behave in a sportsman-like manner at all times.
2. Membership of the Association shall be open to:
(a) Owners and Lessor of Fishing’s - Honorary.
(b) Anglers - Annual Subscription £ 130, New Members - Entry Fee £20; plus Annual Subscription
(c) Juniors (16 years of age and under) - Annual Subscription £5.
(d) Youth (17 to 21 years of age) - Annual Subscription £75 .
(e) Old Age Pensioners, on joining will pay £15 Entry Fee plus Annual Subscription £100 , thereafter Annual Subscription of £100.
(f) Guest Members (Details of supplementary rules are below)
Membership Fees are payable by 1 December each year, if not paid by 31 December membership will lapse. A rejoining fee will be charged after this date. From 5 January onwards places will be made available to new applicants, including applicants for Guest Membership.
3. The Committee shall have the power to accept or reject any application for membership.
4. Following any complaint about the conduct of a Member, if the Office-bearers, after interviewing the Member and after such investigations and consultations as they deem necessary, consider there is a prima facie case of misconduct, the Member shall be suspended until the Committee consider his case. The Committee meeting (to which the Member shall be invited) will be convened as soon as possible but where it is known that prosecution is pending then the outcome of such prosecution will be awaited. After hearing the Member, the Committee shall decide either to lift the suspension or expel the Member, and shall inform him accordingly. Any Member convicted of a poaching offence shall be expelled.
5. Members who fail to send in their Angling Return could forfeit membership.
6. No angler shall cut in front of another when fishing a pool, but each angler shall take his turn in order of his arrival at any pool or stream.
7. All fish nine inches and under and all foul hooked fish are to be carefully returned.
8. Membership is confined to anglers who permanently reside within 15 miles of Perth (Full Members) or who are nominated as Guest Members. Membership will be limited to 500 of categories 2(b), (c), (d) and (e). Any Full Member who has had 5 years of continuous membership may retain membership at the appropriate subscription rate regardless of their place of residence.
9. When a Member loses his membership card the circumstances shall be immediately reported to the Secretary. A duplicate will be issued at the discretion of the Committee and a charge of £5 will be made.
10. Membership Card and Permit Book must be produced to Tackle Shops when obtaining fishing permits.
11. Those Members able to fish daily should avoid weekend permits to allow fair access to fishing.
12. Members can only take one permit per day.
13. Any member failing to report fish caught may face disciplinary action.
14. All trout loch returns to be returned to shop with keys.
15. All salmon permit returns must be sent to ballot secretary ONLY (not to be left in shop). Any member failing to comply with this will face disciplinary action.
16. Member must phone ballot secretary evening of fishing if fish caught. Any member not phoning will face disciplinary action.
17. The use of fish finders is prohibited on all fishing available to the Association.
18. Any difficulties experienced by members on the fishing’s owned or leased by the association should bring this to the attention of any Committee member in writing as soon as possible.
19. Members are prohibited from selling any fish caught while using an Association permit.
Guest Members Supplementary Rules
1. A guest member can reside anywhere in the United Kingdom.
2. A nominated Guest Member must be known to a Full Member and nominated by that Full Member, or proposed by committee after consideration.
3. A Full Member can nominate three guest members only.
4. Applications for Guest membership can be sent to the Secretary any time after 31 October. If there are any unfilled spaces in membership Guest Member applications can be dealt with by ballot at the first Committee Meeting after 5 January.
5. Priority will always be given to members and new applicants resident within a 15 mile radius of Perth. If at 5 January there are new applicants from within the Perth area they will be given priority over the previous seasons Guest Members renewing their membership.
6. Guest membership is on a one year only basis, which is not automatically renewed on subsequent seasons. Established Guest members will be given priority over new Guest Member applicants as long as they notify the Secretary of their wish to renew when submitting returns at the end of the previous season.
7. Joining and Membership Fees will be the same as those specified for Full Senior Members.
8. Guest Members are bound by the full rules of the association as laid out in the Constitution and Rules.
9. If a Guest Member is guilty of misconduct he AND his Full Member proposer will be subject to the procedure outlined in Association Rule 4.
10. Guest Members do not have voting rights at any meeting of the Association and cannot become members of the committee.
11. The Committee will determine the maximum number of Guest members to be allowed in the Association at any one time.
12. All applications for Guest Membership will be vetted by the Committee. The Committee's decision on all applications is final.
13. The Committee reserves the right to cancel Guest membership without any further reference to the Annual General Meeting.
